Since 2013 landlords of regulated housing stock, which means rented housing intended for letting with a rent not exceeding the rent-control ceiling, must pay the so-called landlord levy. Among other things, this landlord levy was introduced to reduce the national debt. The landlord levy is part of the measures included in the Housing Agreement. The objective of these measures is to have the housing market function better. On 21 September 2016, the legislative proposal Amendment to the Dutch Housing Market Measures 2014 II Act was submitted. This legislative proposal was submitted in response to the evaluation of the effects of the landlord levy and the levy reduction in practice. On 31 January 2017 the Dutch Senate adopted the legislative proposal. The most important changes will be briefly dealt with below.
